Multiple DHCPREQUEST/DHCPACK logged for a single DHCPtransaction. Anyone seen this before?

We saw this when some switches were mis-configured with dhcp server
information. I won't go into detail on why we were testing this, but
setting the dhcp server value in the wrong context will result in the
switch acting as a bootphelper relay in addition to the router. The
result is an unneccessary magnification of dhcp traffic.

Does anyone know if this indicates that my network is messed up somehow?
Servers are a partner pair running ISC DHCPd 3.0.5.  Network is quite
large, and I don't run or configure it.  I've always wondered about the
two incoming gateway(?) addresses on the requests (.250 and .251).  Our
official router gateways are all .254.

Is this at all normal?  These entries have been edited to remove the
server name and log facility, but are otherwise posted intact:
