No, it is explicitly against the requirements of the RFC.

Could you clarify what you mean by "every dhcp from a clients" ? Do 
you mean every time the client comes online and does a DHCP Discover, 
or when it does a DHCP Request (ie a renewal) ?

If it's the latter then you would break your clients on a regular 
business, and few would be prepared to help you - many have said you 
(or rather your employer) deserves to go out of business when you 
customers find out the tricks you are playing on them.

If it's the latter, then you could simulate it (but not very well) - 
check the archives and you'll find a number of threads on the 
subject. `but ultimately, you are wanting to do exactly the opposite 
of what the server is designed to do !
