No.  I would say that's a documented optional feature of the
draft - the work in 3.1.x was an attempt to sync up to a myriad
of changes made to the draft since revision 7 (not the least of
which was renumbering all the protocol messages).

Basically with the 3.1.x work behind us, we can work on that
kind of stuff now I think.

I'd like to get the "lease state rewind" optimization feature
in first, before a safe period.  I think for most people, the
lease state rewind would do what they need, and it's safer.
