DHCP DISCOVERs but no OFFERs - update

Have a look in the DHCP packets to see if the client is requesting the
address. That's my only guess for why the behaviour is different than
I expect and observe here.
So, might be a bug. Send the details to dhcp-bugs at isc.org to open a
ticket so we don't forget.
