that has LEASEQUERY=13!

I think the answer is in the question. :)
If Option 53 = 0x010d, this means that the message type is DHCPLEASEACTIVE,
not
DHCPLEASEQUERY. From RFC 4388:
Value Message Type
----- ------------
10 DHCPLEASEQUERY
11 DHCPLEASEUNASSIGNED
12 DHCPLEASEUNKNOWN
13 DHCPLEASEACTIVE
You didn't say what software was issuing the LEASEQUERY, but my guess is
that is
the problem.
For the rest of your message:
- - Yes, you need 3.1 because LEASEQUERY support was not added until then.
- - Even if you don't enable LEASEQUERY, you will still see log messages on
the
server (which will report that the message is ignored). These are sent to
syslog
at a level LOG_INFO.
