Yes, includes are supported, 'man dhcpd.conf'

Yes, the server doesn't care where the packets come from, just that 
they have the right GIAddr value. I recently set up a gateway server 
for a client, that supports 1 'real' net and 32 VLAN nets. Just make 
sure there is a relay agent on each subnet that is not local to the 
server, and of course configure the subnets correctly in the config - 
note that VLANs are **NOT** a shared network.
