   Not quite. For each of the "duplicates", that arrive in the 2 minute
window, the server will find the existing lease. The server will normally
reserve the SAME address 4 times, with each successive lease over-riding
the earlier one. It will then do the same thing, although with longer
leases, when the client broadcasts is request and the server sees it four
times.
