Problem with Cisco AP

I am having a problem when trying to get an IP address with a Cisco Aironet
1200 access point. The server is v3.0.6 and is running under Tru64 Unix.
Looking at the log files, I can see the DISCOVERY come in and I see the
server respond with an OFFER. However, when looking at the packet capture,
while I see the broadcast discovery, I never see the offer packet on the
link.
 
Is there an option I am missing somewhere?
