subenet-mask option in DHCPACK for DHCPINFORM

DHCPINFORM excepted, you really can't configure an IP address on the
Internet without receiving a subnet mask.

Class based networking is dead.

So it's a bug, somewhere, if we ever allocate an address without
giving a subnet mask.

We already have a means to over-ride the client's PRL in config
language.  For a long time now.

I just don't see the use of requiring everyone to type the same thing
into their configs, probably after they stumble into it.
