Ignore DISCOVERs from a certain MAC?

By the time the server gets to this point ("peer holds all free
leases"), it doesn't know anything about the client save that it can't
find a lease to offer it.  It can't evaluate the config option.

SV_BOOTING isn't processed until later in ack_lease() - by which time
a lease has been selected to give to the client.  It appears not to
silence the log of the client message, but rather 'ignore booting'
disables the log output of a "booting disallowed" message.

Seems a bit useless to me.
