Ignore DISCOVERs from a certain MAC?

Dumb question - Did you stop and start dhcpd after making the change?

Syntax looks good so clutching at straws :)

Or you could set up a host statement and just let it have an IP
address. It's asking for an infinite lease, so shouldn't discover again
for a *long* time. Depending on the version of dhcpd there are different
meanings for an infinite lease, but either way it is a really long
time, at least several *years*.
