No, not in this version, not sure about the next.

You can simulate something very close by creating a class per circuit 
(with a single IP range) and assigning devices to classes by 
circuit-id. See 'man dhcpd.conf' and look for the section on classes 
and subclasses - substitute agent.circuit-id for hardware and you'll 
be close.
