a small comment on isc dhcp

I think others have pointed out that with dhcpd -t/-T there's a
mechanism already.

But one thing that bugs me is that it's still possible for a
dhcpd.leases to get corrupted by early termination (midway through
writing a lease update), and this is a hard failure until a
human can correct the problem.
