failed repair on XP desktops

Try giving some information that will help.

What does the DHCP server log when this happens for example ?

How often do users have to repair their connections ? It shouldn't 
normally happen, and when it does it should be a rare occurance.

When the client IS working, do you have any packet loss ? If you ping 
other devices, do you get any timeouts ?
