The ICMP echo request is bypassed if the CLTT is less than 60 seconds
in the past.  The CLTT is set just above where the ping checks are
performed to the current time.

The intention I think was to avoid sending multiple ICMP packets
if we get multiple packets from a client (either due to
retransmission, or via multiple paths such as multiple relay
agents).

No.  Leases stay abandoned until they are reset by the operator,
or unless they are allocated as a last resort.
