Buy them a $30 router, or tell them to buy one. It'll be less trouble than any DHCP-based solution to the problem you're trying to solve. Generally speaking, to do this with DHCP they have to remember to release their lease each time they change devices, and (a) they're not going to do that, and (b) some devices don't provide a UI for doing that anyway. :'/
