Are you sure you're getting the software from us?

I see no problem with the configs you've supplied, and we've never
had a release named "3.0.3r4".  We did do a 3.0.3b3 and a 3.0.3rc1,
but never a '3.0.3r4'.  3.0.3 went final on 3.0.3rc1 sources.

We also have not changed anything host-matching related since
3.0.3b1:

			Changes since 3.0.2

- Host declarations matching on client identifier for dynamic leases will
  no longer match fixed-address host declarations (this is now identical
  to behaviour for host records matching on hardware address).


If you're getting the software via another channel (a package
integrator), they may be making some modifications, incorporating
some patches that might change the server's behaviour.

It's impossible for me to tell.
