That is implementation specific and liable to change without notice, 
and it's not something that matters anyway. But, at present the ISC 
server allocates top-down, so it will allocate the highest address 
first.

Once all addresses have been used once, it re-allocates expired 
leases on a least recently used basis - so once you get to this 
state, address allocation will because pseudo random.
