ns{1,2}.harrisonburg.k12.va.us, and have the reverse dns entry you're
trying to add.
However the delegation path from the root for 40.111.204.in-addr.arpa goes
to ns{,2}.shentel.net, which as it turns out is the pair of servers you've
got configured as forwarders in your internal DNS. This can be
demonstrated via "dig +trace -x 204.111.40.10"
In other words, that zone isn't delegated to you, it is served by your ISP.
You either need them to publish the record you want, or you need them to
delegate the zone to you.
