This says the system resolver client should contact a nameserver on

be dnsmasq.

No. It would not have been useful in that case, because resolver
clients generally want to use port 53.

It was assumed, perhaps wrongly, that the dnamasq configuration
wasn't mangled to the point of not listening on port 53. When that
assumption is valid, this does indeed work fine.
