Firstly 9.1.0 is well past it "use by" date. Please upgrade to 9.2.0.

tcp-clients #;
listen-on {...};
};
file to increase the number of descriptors available to named.
listen-on to reduce the number if descriptors if you have a lot
of virtual interfaces.
tcp-clients so that the tcp specific code will be exercised before
the OS's limits cut in.
