All this is saying is that the master is not configured to serve the
zone.
Before you start worrying about 255-128.230.134.202.in-addr.arpa,
230.134.202.in-addr.arpa needs to be fixed. The NS records in
the parent zone don't agree with those in the zone itself. The
servers for 230.134.202.in-addr.arpa are not authoritative.
