In this case you have a braindead firewall that wants to announce
itself as the root server. You should complain to your firewall
vendor that it is doing the wrong thing. In the meantime make the
hints file match that returned by "dig +norec ns . @firewall.nsag.de".

This isn't on the page above.
Normally it is a error to get a answer with only one
root-server, unless you are running your own root server
or have a braindead firewalls. You can use the "min-roots"
option to adjust the minimum number of root servers named
will accept.
