It looks like you are using a default labeled primary server without an IP address, i.e. the TSIG key name is there for "tsig.primaries.ext", but the A/AAAA record for that name is missing: 
  
> tsig.primaries.ext IN TXT "ns-gshapiro-net-xfer"

 
If your intention was to use that TSIG key with the other defined default primary servers, then try to use "tsig.primaries.ext" instead of "primaries.ext" in these  records: 
  
> primaries.ext IN A 51.159.90.0 
> primaries.ext IN AAAA 2001:bc8:2e97:100::100
