I'm using BIND 9.16.28-RH on Fedora Server. I'll take a look at the bug 
report in a minute.

That's odd. I have the key-directory option set globally in options and 
it is being used by all zones internal and external. Key for 
penguinpee.nl is shared between both views it appears.
