BIND *does* log sending notifies, in the "notify" category. Here's an
example from a BIND server that I run:

25-May-2019 10:00:02.444 general: received control channel command
'reload 2.in-addr.arpa.'
25-May-2019 10:00:02.589 general: zone 2.in-addr.arpa/IN: loaded serial
1558778402
25-May-2019 10:00:02.589 notify: zone 2.in-addr.arpa/IN: sending
notifies (serial 1558778402)
