Because it's too f'n big and nobody cares about PTR records if they aren't
associated with an address that is actively doing something (i.e., outbound
e-mail service).

I promise that the 18,446,744,073,709,551,616 addresses in your /64
aren't doing anything interesting enough for a PTR record to matter.
