Bind 9.10 64 bit

Uninstall the 32 bit version preserving data.  Install the 64 bit
version.

9.10.0 changes the default install location so you may want to move
your data across.

	x86: CSIDL_PROGRAM_FILESX86
	x64: CSIDL_PROGRAM_FILES
