bind 9.10.0 xfer test failing

ans5 is a perl based nameserver.  Net::DNS, which it uses, has been
changing recently.  If you roll back Net::DNS to version 0.72 the
test should succeed.  "ans" needs to be rewritten in parts to work
with the with the new Net::DNS.
