It's a bit tangential, but it looks like you're creating zones for 
blocking malware/badware. Are you aware of RPZ, which may (or may not) 
meet your needs, but more relevant puts the entire blacklist into a 
single zone?

As Chris says - check the slave is actually writing the zone to a file, 
that it's present on-disk and can be read. At worst, bind should be 
doing a SOA query and IXFR when it restarts (but this will still be 
slow-ish for 50k zones...)
