Further review shows that ns1.clearrate.com and ns2 have no problems 
with the transfer:

Feb 25 19:43:21 onlo named[19336]: client 208.83.64.6#56237: view 
external: transfer of '128-26.67.83.208.in-addr.arpa/IN': AXFR-style 
IXFR started
Feb 25 19:43:21 onlo named[19336]: client 208.83.64.6#56237: view

IXFR ended

but ns1.icsl.net fails:

non-authoritative zone (NOTAUTH)

SInce this zone is delegated from 67.83.208.in-addr.arpa. from 
ns1.clearrate.com, do I ping them to add ns1.icsl.net as an NS?  It is 
not enough for me to list them in my zone file?
