It's not clear to me what you're trying to accomplish, so if I don't get 
it right you'll have to post another message trying to describe in more 
detail what you're trying to accomplish without referring to the 
*empty-zones option.

What it sounds like you're trying to do is to define additional zones in 
a manner similar to what the current internally defined empty zones do. 
There is no simple named.conf option for that, but there is no reason 
that you can't define your own zones to accomplish the same thing. You 
might want to take a look at what I've done for the default FreeBSD 
named.conf:

And here is the zone file that they use:

$TTL 3h
