clarification on SOA

For NXDOMAIN, the TTL returned will be the lower value of the SOA TTL
and NCACHE/MINIMUM. So in this case, 300 seconds.

See RFC mumblemumble. I know this through being comprehensively
ejumacated on this very list because I thought the SOA TTL had to be
zero...
