[DNSSEC] SERVFAIL when resolving ".gov" through DLV

I was aware of this bug, but not that it apparently has not been
addressed in Debian <http://bugs.debian.org/bind9>

I will report it to Debian. In the mean time, users of Debian stable
version, codenamed "lenny", has no choice but to stop using DLV,
because of this bug.
