Since you're talking about referrals, you might want to look at rwhois 
rather than classic whois (see http://projects.arin.net/rwhois/). I 
don't have firsthand experience with rwhois, but it looks closer to what 
you're seeking.

If your clients aren't capable of talking rwhois, then there might be 
some sort of whois<->rwhois gateway, or perhaps one could be developed.

In any case, this isn't really related to BIND or DNS, as pointed out 
previously. The idea of encoding network administration data into DNS 
pretty much died with RFC 1101.
