A bad TSIG key is unlikely to cause the transfer to fail with a 
"connection reset" error.

It's almost certainly a connectivity problem of some sort, but the 
tcpdumps posted earlier don't show the *end* of the TCP connection (no 
"fin" packets), so there's not much to go on, diagnostically.
