when master DNS server is down

With the latest version of DNS 9.5.0 and DHCP 4.1.0a1, we still don't have any way to do the DDNS update from DHCP server when master DNS is down?
The only solution is to either "promote" the slave to the master or install shared storage /  clustering  on the DNS master server?

I have checked the DHCP Server e-mail archive and found some discussion few years ago but just wondering if there is any better solution.
