Not broken - as long as the list of reverses is small (i.e. fits into a
single 512-byte UDP response packet).

Software that can't handle more than one PTR on a reverse lookup is broken.
There is some broken software out there.

However, note that depending on the usage, any through all of those PTRs may
have their corresponding forward lookups shortly occur after, so keep DNS
server load issues in mind.
