upgrade to bind9.5p1

    I just moved to bind 9.5p1 from 8.3.3 and ever since the upgrade 
people from outside having trouble
querying the server and they get "Query refused" message , all teh while 
, people from within the organization
are OK, there is no allow-query statement in the global option section 
or the zone section , can some one please
let me know what might be causing this.

P.S.
I also need to mention that, this is the secondary server and the 
primary is on bind 8.3.3
