Bind 9.4.3b2 will not start (RHEL AS Release 3, Taroon Update 8)

I got the same behavior with 9.5.1b1.  I switched to 9.5.0-P1 and the problem
went away.  I was going to try out 9.4.3b2 but now I won't bother.

I am trying to compile and start 9.4.3b2 at my home directory, I am getting
