dig +short porttest.dns-oarc.net TXT results are POOR with Bind 9.5.0-P1 - SOLVED

My /etc/init.d/named file was a custom script and it was still running
/usr/sbin/named (9.3.1), not /usr/local/sbin/named (9.5.0-P1).

I shut it down and ran:

#named - u named
# dig +short porttest.dns-oarc.net TXT
z.y.x.w.v.u.t.s.r.q.p.o.n.m.l.k.j.i.h.g.f.e.d.c.b.a.pt.dns-oarc.net.
"69.94.104.180 is GOOD: 26 queries in 2.1 seconds from 26 ports with std dev
17076.22"

Bingo.
