dig +short porttest.dns-oarc.net TXT results are POOR with Bind 9.5.0-P1

I installed Bind 9.5.0-P1 and made sure that the config files don't restrict query-source to port 53.

However, porttest.dns-oarc.net reports that queries are still accepted by only one port.

I checked with my NOC and they assured me that they are not blocking UDP ports > 1024.

This is a Caching Only DNS server.

Any idea what I'm doing wrong?
