can't find error message meaning

I trying to get a new slave server working.  This is not the first time, but I cannot figure out
what is wrong.  The only clue I have is in the log I find the following when trying to install
zones.

I did a search of archives and the Internet and get no returns.  What does this error mean:

dns_request_createvia2() failed: address not available

Both servers are running bind version 9.3.2
