Yes. max-cache-ttl does not violate the specification. It may make
you keep a record for *less* time than specified, which is legal
(after all, a resolver which reboots and looses its cache will exhibit the same
behaviour). It may be bad for performance, that's all.

A future min-cache-ttl would violate the specification (for a good
cause) because the resolver will keep a record for *more* time than
specified.
