There are four possible types of responses to a query:

  o positive answer
  o negative answer
  o referral (delegation response)
  o error

For a positive answer, the authority and additional sections are not
necessary. Just the answer itself. BIND has typically included this
section, along with possibly an additional section containing the
addresses of those name servers, but this is configurable. MS DNS does
not include authority and additional sections at all by default (for
positive answers).

The authority section is useful for negative answers (a cacheable SOA
record) and is required for referrals.
