I think Luca meant that he did once, as far as he remembers,  
registered a ns server on networksolutions.com site.

The answer is: you must use the registrar of the domain in which your  
name server is in order to register it, that is to create its glue  
records.
The interface to this function depends on the registrar you use, so  
there is not a more precise answer.
