bind9.3.1, ANY queries, and recursion

I have a caching server on 9.3.1.

I understand that a QTYPE=* will return what happens to be in the cache, and 
won't fetch from the server unless there are no records for a given domain 
in the cache.

When I perform ANY queries against my server (type=any in dig, nslookup) it 
just returns a referral to the authoritative nameservers for the domain, not 
fetching the data. Any idea why - or does this sound like something the 
remote site disabled?
