In the former mail you have mentioned that you have started "named"
manually using a command:
# named -g -c /etc/named.conf
This command differs from a standard FC7 init script, which runs this:
/usr/sbin/named -u named -t /var/named/chroot

This difference causes your "manual" named to run as not chrooted. So I
have suggested to either check the existence of /var/run/named/
directory (the real one, not in chroot!) or to run chrooted daemon with
UID "named" (this is what these parameters are about).
