Well, "connection timed out" is a very generic message. Since DNS 
lookups are typically stateless UDP transactions, one of the main ways 
that they fail is for no response packet to arrive, which results in a 
timeout.

As for recvmsg() getting EAGAIN, are you by any chance running Linux? My 
understanding is that the Linux networking code's recvmsg() will get 
EAGAIN when  no data is available on a non-blocking socket (in contrast, 
Solaris gets EWOULDBLOCK). So this too, would be an expected symptom of 
a query timeout.

Don't really know what you mean by "verbatim text book". Text book for 
what name-resolution architecture? Internal-only with its own internal 
root? Internet-connected with the Internet root hints? Forwarding to 
your ISP's nameservers? We'd need some more information about your 
config, your setup, your connectivity, etc. before we could make any 
intelligent guesses as the root cause of your problem. Without that 
information, the most you'll get is random speculation.
