multi CPU system 100% CPU useage

I've been running BIND 9 on Windows since around 9.2.1 on
multi-processor systems if I remember correctly and have not seen this
myself. What are the specific circumstances that trigger it? Does it
have to do with the number of worker threads being started correlating
to the number of CPU's detected?
